A system like that would be difficult to implement, and impossible to achieve by 2012. Even if they do this you could set up ISPs which were independant. There are obvious benefits for the authorities if this went ahead though: Complete control of the anarchy of the internet - the internet's great strength.
Copied discs, P2P, webpages, anything free is stamped upon.. They fear a loss of control.
