Remember Quran is Book of Signs NOT science
He even referred to Quranic verses and to sayings of Mohammed to justify his view.
But while he interpreted those phrases as an encouragement for doing science he also stated that the Quran does not interfere with science and that thus Islamic scientists are relieved from a burden others like the Indian scientists have to bear.

The scientists in the Islamic world had their predecessors (in Egypt, Babylonia, Greece/Rome and India) and their successors (in Europe, now in the whole western world).
To single out the achievements of either group is unhistorical.
