These cartoons were better done than American cartoons. They used a lot more frames per second. Just notice the smooth and soft movements of the characters.

The animation is not better than American cartoons at the time, the quality of a cartoon isn't determined by the amount of drawings per second, we did that in our 30's cartoons and realized how unnecessary and inefficient it was, seriously look at Felix the Cat or Little Nemo. What makes a cartoon great are the key poses, the acting, anticipation/follow through as well, and technical prowess. Those characters had such stiff legs, especially the rabbit.

Propaganda was an integral part of any of the war machines. Therefore large amounts of war money will be injected into the area of Propaganda. When you have a budget as large as that, where 80% of the countries financial resources are being funneled into the war. Of course propaganda cartoons are going to be of high quality.

Just because the film had more frame rates doesn't mean the cartoon's were better. The movements of the characters in this short were horridly repetitive and unhuman.
American cartoons could at least make something SEEM to have life.
