So basically, somewhere between 20 and 90 people have been killed "since the 1970s"-- I assume he is talking about the whole world. So, how many of the cases of serious injury were in the US, and how many of those cases were as a result of using the specific non-leathal weaponry that was used against the protesters? 10? 5? 1 or 2? He doesn't say.

Of course it matters!
He is trying to obscure the numbers by saying 10s of people. If he had said 12 people have died around the world since the 1970s from all these devices combined, it wouldn't sound nearly as impressive, would it?
You also have to consider the cases in which those devices were used-- how many lives were protected when the cops broke up a riot situation? It's unclear.
