Honestly, something happened. Just what, I can't say, because the video was blocked. It is his word against hers. She was resisting; he told her numerous times to sit, she would not. As the camera gets covered, something happens, but we do not see this. He may have hit her, or she may have fallen on her face (she was in handcuffs). Either way a poor decision to not restrain her further from getting up(ie: cuffed to the chair).
