Retainers are a valve which is on every railcar which, when turned to certain positions, slowly releases the air pressure inside the brake cylinder, giving the locomotive a chance to pump back up the train. On long downhill grades, the trains would stop every 10 miles to let the brakes cool.
Some railroads did equip their steam locomotives with a device that created back-pressure in the cylinders. This is hard on the locomotive's running gear and was not widely used.

Beautiful engine, but that whistle is awful. Glad they put something more commanding on her since then. What became of those 2 warbonnet diesels? They added a touch of class, if any dismals were needed at all (doubtful). Nice for the dynamics on the downgrade, tho.
