I remember when Pasquale was on I'm a celebrity get me out of here and he stole the most well-known Royle Family joke ever. The original line was "These underpants cost me a quid, and I've got about fifty pence worth stuck up my arse." If it wasn't annoying enough that he stole the line, he also gave it a middle class, Marks and Spencer twist; "These pants cost me eight pounds, and I've got four pound's worth stuck up my arse." He even stuttered midway, overly eager about his quip opportunity.

I've never heard of either comedian (I'm American). But I have to say that even if Lee is right, and Pasquale is a theif, Lee gave a pretty straight critique and a pretty uninspired joke on top of that. It wasn't anything that the average person wouldn't say, right off the top of their heads.

Stewart Lee is an intelligent comedian who delivers dialogue with high precision and certainly not off the top of his head.
While the 'joke' at the end was not really a joke. Even though Stewart said is was a joke and it had the general format of a 'man goes into a pub' joke. But it had no punchline. It was a vehicle to bind together the comments he'd made earlier about joke stealing and Joe Pasquale's comments on it. This is why it was funny.

Let me explain. Firstly the 'He lives in Glasgow' comment regarding Michael Redmond. This comment was made partly to emphasise that the guy is still around, while duly crediting him with the 'stand in the garden' joke. It's simply a matter of politeness - nothing more.
If you'd like an introduction to British humour which might help you better understand the subtle nature of some of our comedy - you might like to try a highly successful duo calling themselves 'The Chuckle Brothers'.

I know and love a lot of British humor. Some of my favorites are Monty Python, Hitchhiker's Guide, Eddie Izzard, and Jennifer Saunders' AbFab. I'm rather sure I wouldn't like someone called "The Chuckle Brothers". The name is... well, quite naff. "We're the Chuckle brothers. We're comedians. Get it?" I expect they're not imaginative.
